Thapa became a member of the first Nepalese Constituent Assembly in 2008, elected under Party-list proportional representation from the Nepali Congress party. He was in the Fundamental Rights and Directive Principle of the Constituent Assembly and the Natural Resources and Means committee of the Legislative Parliament. Prior to the election, he had held important positions within his party as the general secretary of the NC student wing, Nepal Student Union (2002–04), as its vice president (2000–02), and as a central committee member (1998–2000). He was also the president of the Free Student Union of Tri Chandra College, Kathmandu (1998–2000).
He completed his master's degree in political science from Tribhuvan University.[citation needed] in the second Constitutional Assembly election held on 19 November 2013, he ran as the Nepali Congress candidate in Kathmandu constituency 4, which he won with 22,336 votes against the other candidates Nirmal Kuikel of CPN (UML) (9,028 votes) and Nanda Kishor Pun (Pashang) of the UCPN Maoists (6,462 votes). Pashang had been the commander in chief of the UCPN Maoists' armed wing, the People's Liberation Army, during the insurgency.
On 26 August 2016, Thapa was sworn into office as the Minister for Health by President Bidhya Devi Bhandari. He was part of a coalition government between the Nepali Congress and the Communist Party of Nepal (Maoist-Centre) led by Pushpa Kamal Dahal. On 13 April 2017, he announced a new health campaign "My Year 2074: Healthy Myself, Healthy Nation". He is also an entrepreneur engaged in agribusiness in Nepal, and a philanthropist.
Young Nepali political leader Gagan Thapa
Born on 16 July 1976 in Kathmandu, Gagan Thapa is a young political leader of Nepal. He completed his SLC examinations from Siddhartha Banasthali School and did his I Sc and BA in Sociology from Tri-Chandra College. Although he dropped out of MA in Rural Development from Tribhuwan University, he later joined Master’s in Political Science.
A prominent youth political leader of Nepal, he got his first taste of political activism in the year 1990 when he participated in the street protests. He wasn’t politically inclined then and although still in grade nine, he did burn an effigy of the Panchayat era as a youth vigor rather than political interest. He became the President of Nepal Student Union during the mid 2000s.
He has served as member, secretary and President of Free Student Union, President of Kathmandu Nepal Student Union (NSU) and vice president and general secretary of NSU during his political career. He was also selected as a CA member in during the CA elections. He has also written a book named ‘Nepali Congress in Constituent Assembly’. He is married to the daughter of Arjun Narsingh KC, one of the well known leaders of Nepal Congress Party.
He joined the student union once he started studying at the Tri-Chandra College. It was only after he became elected as the member of Tri-Chandra Free Student Union, he decided to move along the political path. He gradually became the President of the union and he got more involved into the Central Politics of NSU. In the year 2051 BS, he was arrested for the first time in his life. After that, he had been to jail for about eight to ten times. He was constantly seen in the street protests and has worked actively during the time of establishing Loktantra in Nepal. He is also regarded as a democratic (Loktantrik) actor in Nepal. He was deeply affected by the political talks of the people involved in the democratic movement, who used to spend nights at his home. Also, the talks of his uncle who was involved actively in the Communist Movement inspired him to participate in the Freedom Movement. He is influenced by the vision and leadership qualities of Nelson Mandela and BP Koirala. Once the captain of college Basketball team in his college days, he is, at present, one of the most popular and influential youth political leaders in Nepal. Although he plans to acquire a PhD in Political Economy from Jawaharlal Nehru University in India, Gagan Thapa would not work to acquire it until democracy is restructured in Nepal.
Gagan Thapa injured in bomb attack
Dec 4: As many as 11 people including Nepali Congress candidate Gagan Thapa have been injured in a bomb attack at Budhanilkantha municipality on Monday afternoon. Gagan Thapa, NC candidate from Kathmandu constituency 4 was visiting voters on a door-to-door campaign at Mato Colony, Chapali when an unidentified group hurled a bomb, targeting Thapa. Thapa was rushed to TU Teaching Hospital for treatment. Thapa’s condition is out of danger. He has been discharged after preliminary treatment. His father-in-law Arjun Narsing KC had also reached the hospital to know the condition of his son-in-law Thapa. Others injured in the bomb attack are receiving treatment at TU Teachding Hospital, Maharajgunj. Thapa has sustained a shrapnel injury to his back. The condition of other five injured is said to be critical. The injured are Jaya Raj Lamichhane, Raj Kaji Shrestha, Purna Bahadur Shrestha, Rina Baruwal, Shyam Krishna Shrestha, Suman Khadka, Rabindra Karki, Chhabilal Shrestha, Parshuram Thapa and Dhruba Khadka. The condition of Rajkaji Shrestha and Shyam Krishna Shrestha is said to be critical. Preparations are underway to carry out surgery on them to release the shrapnel.
Gagan Thapa of NC wins in Kathmandu 4
Nepali Congress’s Gagan Kumar Thapa won Kathmandu constituency 4 seat in Parliament with a margin of 3,418 votes. Thapa received 21,558 votes, while his closest contender CPN-UML’s Dr Rajan Bhattarai 18,140 votes. Meanwhile, Bibeksheel Sajha’s Subuna Basnet is placed in third position with 3,040 votes.
